The Volusia County MPO is required to
produce a series of planning documents in accordance with various
State and Federal guidelines. These documents are developed
utilizing the critical input and expertise of various MPO Committee
members, technical consultants, concerned citizens, and support
staff. In addition, the MPO participates in many transportation
related planning studies to gather the information necessary to make
informed decisions. The documents produced by the MPO are always
available in draft form for public review prior to adoption by the
Board. They continue to be available for review after adoption at
the MPO offices. Copies are also available for distribution at a
rate necessary to cover the printing expense of the document.
Federal-Aid Highway/Functional Classification System:
All
highways in the United States are functionally classified using a
common nomenclature to provide a consistently-defined roadway
network across the country.
The
functional classification is directly tied to the Federal-aid
Highway System and to eligibility for Surface Transportation Program
(STP) funds and other federal highway funding. Federal Aid
Roads are those on the National Highway System (NHS) or functionally
classified as Urban Collector / Rural Major Collector, or higher.
They are eligible for STP funds from the Federal Highway
Administration.
The
functional classification/federal-aid system maps included here show
these systems for Volusia and Flagler Counties. Please note
that all information on these maps is subject to verification with
the Florida Department of Transportation and FHWA.
Transportation Impact Analysis (TIA) Guidelines:
On May 22, 2007,
the Volusia County MPO adopted the Transportation Impact
Analysis (TIA) Guidelines. With the adoption of this
methodology, the Volusia County MPO is continuing to move forward in
cooperation with the Florida Department of Transportation, Volusia
County, and local municipalities to pursue efforts to identify and
develop consistent standards related to transportation impacts of
proposed development.
Intergovernmental Coordination Process:
On January 27,
2009, the Volusia County MPO adopted the Intergovernmental
Coordination Process. This process is geared to help
provide a coordinated and consistent process for review of
development projects that may significantly affect the
transportation systems in other jurisdictions.
2025 Long
Range Transportation Plan
The Volusia County
MPO adopted the 2025 Long Range Transportation Plan at its November
22, 2005 meeting; and subsequently amended the plan at their January
24, 2006, January 23, 2007, February 27, 2007 and May 22, 2007 meetings. The Long Range Transportation Planning
process is the cornerstone of the decision-making process that is
used to guide the construction of transportation improvement
projects that utilize federal and state transportation dollars.

Priority Project Lists
Each year the Volusia County
Metropolitan Planning Organization (MPO) solicits project
applications from local governments to compete for federal and
state transportation funding. From these applications the
MPO develops a draft list of priorities that it makes available
for the public to review and comment on.
The MPO Board held a public
hearing to solicit input before adopting the current lists of priority
projects at their June 24, 2008.

Transportation Improvement
Program (TIP)
The Transportation Improvement
Program (TIP) is an intermediate range planning document that
reflects the transportation expenditures that are planned to be
spent over the next five-years. Project details are
provided, such as, project description, cost, funding source, and
funding year. The TIP contains information on a wide array
of transportation projects including aviation, bicycle facilities,
planning studies, road improvements and transit, among others.
The MPO Board
adopted the fiscal year 2009/10 to 2103/14 TIP on June 23, 2009.

Unified Planning Work Program
The Unified
Planning Work Program (UPWP) describes the planning
tasks to be undertaken by the MPO during the upcoming fiscal year
and, in some cases, tracks the continuation of projects
carried over from previous years. The UPWP contains the associated
costs and agency involvement required for successfully completing
each task.

Transportation Legislative Issues
Each year, the MPO Board
designates several members to serve on the Legislative Issues
Subcommittee. The subcommittee establishes a list of priority
issues that will be supported by the MPO during the upcoming state
and federal legislative sessions.

Bicycle and Pedestrian School Safety Study
The
2007 Volusia County MPO Bicycle and Pedestrian School Safety Study
(Phase 2) analyzed bicycle and pedestrian safety issues within the
Volusia County elementary school walk zones and provided
recommendations for improvement. Safe walk zones encourage people
to ride their bicycles or walk to school. The study identified
priority projects and resources that schools and local governments
can use to implement the recommendations.

School Safety Study
SR 417 Extension Study
The SR 417 Extension Study was
a yearlong effort undertaken by Florida's Turnpike
Enterprise to investigate the feasibility of a new toll road
in Seminole and Volusia Counties. In early 2002,
Volusia County, Seminole County, the Volusia County MPO, and
METROPLAN Orlando all passed resolutions asking Florida's
Turnpike Enterprise to study the feasibility of a new toll
road.
The planning analysis reviewed
transportation demand, environmental impacts, local support,
and financial feasibility. More than fifty working
meetings were held with technical professionals and the
public actively engaged. The result was that Florida's
Turnpike Enterprise found an environmentally sound route
with good local support that could ease traffic congestion
on Interstate 4 and SR 415.
However, the proposed
estimated revenues of a toll road fell significantly short
of the project's estimated costs. Therefore, without
local funding partners the Florida's Turnpike Enterprise
cannot advance this project.

Congestion Management System
Plan (CMS) |
Congestion
management describes a systematic procedure for identifying
locations in the transportation system that are deficient and
then looks at developing and implementing solutions to alleviate the
“bottlenecks” to improve traffic flow. The Congestion
Management System (CMS) Plan was adopted as part of 2025 Long

Transit-Oriented Development
Guidelines |
This document presents a
comprehensive set of development design standards that will
provide for the integration of transit service into developing
and redeveloping areas. The design standards will be
useful as a guide to the public, elected officials, planners,
developers, engineers, architects and others involved in the
planning, design, review and approval of land development
projects.

Transit Development Plan (TDP) |
The Transit
Development Plan (TDP) is a five-year planning document that
provides an overall assessment of the transit needs throughout
Volusia County. The TDP also outlines VOTRAN's vision for public
transportation in our community and establishes transit goals
that are integrated with other adopted plans such as the Long
Range Transportation Plan and local Comprehensive Plans.
