Florida Statute 339.175(5)(d) directs each MPO to establish a Technical Coordinating Committee (TCC) to act in an advisory capacity to the MPO on technical matters relating to transportation. In addition, the law specifically assigns the TCC responsibility for “considering safe access to schools in its review of transportation project priorities, long range transportation plans, and transportation improvement programs.” According to the Volusia County MPO Bylaws, the TCC is also responsible for coordinating transportation planning and programming; for reviewing transportation studies, reports, and plans; and for coordinating public relations matters.

The membership of the TCC consists of technically qualified representatives including transportation planners and engineers, as well as representatives from aviation authorities, public transit agencies, and the school board. In addition to technical review, the TCC members are able to provide insight regarding the public involvement efforts and public sentiment from each of their respective jurisdictions. The TCC may also serve as an advisory committee to area wide transportation authorities and/or boards, planning boards or councils, as requested.

The TCC meets at the MPO Offices at 2570 W Int'l Speedway Blvd., Suite 120 Conference Room in Daytona Beach on the third Tuesday of each month at 3:00 PM. The Committee forwards all comments and recommendations resulting from their meeting to the MPO Board. Additionally, the TCC Chairman provides a verbal report of activities during the subsequent MPO Board meeting.
